Our countdown of Notre Dame's Top 25 players for 2013 continues today with No. 23.

No. 23: Ishaq Williams, Junior LB

Making the case: Many have wondered when the former ESPN150 prospect out of Lincoln (Brooklyn, N.Y.) will break out, the way that fellow class of 2011 defensive commits Stephon Tuitt and Aaron Lynch burst onto the scene in their first years. It's not like Williams has struggled, as the 6-foot-5, 255-pounder has tallied 28 total tackles, 4.5 tackles for loss and one forced fumble during his first two years in South Bend. He has made solid contributions but has also been stuck behind Cat linebacker Prince Shembo. Still, he remains a valuable piece who will again see meaningful playing time and is capable of making game-changing plays.
