Management hopes talks resume next week

NEW YORK -- Baseball players and owners have made progress toward toughening rules on steroid testing. How close they are to an agreement depends on which side you listen to.

Commissioner Bud Selig, who has called for more frequent testing and harsher penalties, told Colorado Gov. Bill Owens two weeks ago that an agreement was near, Owens said Monday.
