PHILADELPHIA (AP) -- Even last-place teams are having their way with the Philadelphia Phillies.

Julio Lugo homered twice, Damon Hollins had his first four-hit game and drove in three runs and the Tampa Bay Devil Rays beat the struggling Phillies 10-4 on Friday night.

James Shields pitched six solid innings and Carl Crawford also had four hits for the Devil Rays, who have the second-worst record in the American League.

"We did a little bit of everything, timely hitting and pitching," Devil Rays manager Joe Maddon said.

Shields (3-0) allowed three runs and six hits, striking out six in his fourth major-league start. Hollins, who entered in a 1-for-20 slump, fell a triple short of the cycle.

Rookie Cole Hamels (1-2) lasted just 3 2/3 innings for Philadelphia, which has lost five straight and seven of eight. The Phillies (33-34) fell under .500 for the first time since they were 13-14 on May 3.

A week that began with a showdown against the first-place New York Mets has turned into a nightmare for Philadelphia. The Mets swept the Phillies to take a commanding 9½-game lead in the NL East, dropping Philadelphia closer to last-place Florida in the division standings.

"It's a concern to see where we're at and where we've gone in the last week," Phillies manager Charlie Manuel said.

Tampa Bay came in with the lowest batting average (.240) in the majors but had 13 hits, including seven for extra bases.

Lugo hit a leadoff homer to give the Devil Rays a 1-0 lead. He made it 3-0 in the third inning with a two-run shot to left field after Shields singled to right-center in his first career at-bat.

"I love it here. The ball travels well, but you still have to hit it," Lugo said.

Crawford followed Lugo's drive with a double, moved to third on a grounder and scored on Jorge Cantu's groundout to first baseman Ryan Howard, who wanted to throw home but dropped the ball and settled for the out at first.

Former Phillies infielder Tomas Perez put the Devils Rays ahead 5-0 with a sacrifice fly in the fourth inning. Crawford then chased Hamels with an RBI single that made it 6-0 after a throwing error on shortstop Jimmy Rollins kept the inning going.

Hamels allowed six runs -- five earned -- and seven hits. A former first-round pick who was promoted after dominating batters in seven minor-league starts this season, Hamels has struggled recently. He has given up nine earned runs in his last two starts -- both losses.

"I know I'm young and I'm going to go through tough times, but I don't want it to last too long," Hamels said.

Hollins hit his ninth homer off Aaron Fultz in the fifth for a 7-0 lead, but the Phillies cut into the deficit with three runs in the bottom half of the inning.

Chris Coste drove in the first run with an RBI single, snapping Shields' scoreless innings streak at 17. It was the first major-league hit and RBI for Coste, a 33-year-old rookie. Coste was 0-for-13 before he lined a single up the middle.

Rollins added a two-run double to get the Phillies within 7-3.

The Devil Rays used an unusual shift on Howard when the slugger batted in the second inning. Third baseman Perez moved to left field, giving Tampa Bay four outfielders. Second baseman Cantu played shallow right field and shortstop Lugo played near second base. It didn't matter because Howard struck out. The Rays have used the same defensive alignment against Boston's David Ortiz.

Howard beat the shift with a sixth-inning single. He had an RBI single off reliever Tim Corcoran in the eighth against a less-drastic shift.

Phillies left-hander Randy Wolf's next rehab start could be Tuesday or Wednesday. The former All-Star, sidelined since having elbow surgery last July 1, left his second rehab outing this week after being hit on the pitching hand with a line drive. ... Phillies right fielder Bobby Abreu went 0-for-3, ending his 14-game hitting streak. ... Lugo has three career multi-homer games. ... Shields was 2-for-3. He and Phillies center fielder Aaron Rowand are first cousins. Rowand was 1-for-3 against Shields.
