McGloin, a former walk-on, relieved Rob Bolden last week at Minnesota after Bolden left the game with an apparent head injury.
Coach Joe Paterno said Tuesday that it was "very doubtful" Bolden would play against Michigan. Bolden, who has started Penn State's first seven games, was still experiencing some memory issues when examined by team doctors Sunday.
Penn State quarterbacks coach Jay Paterno said on the radio show that Bolden has been medically cleared to play.
A team spokesman told ESPN.com on Thursday that McGloin, Bolden and sophomore Kevin Newsome all practiced this week.
McGloin completed 6-of-13 passes for 76 yards with two touchdowns and an interception in Penn State's 33-21 win at Minnesota.
