Jerry Porter was inactive (hamstring) for Jacksonville, though he was listed as the third quarterback, meaning he could play if starter David Garrard and backup Cleo Lemon were injured.
Peters practiced all week with the starting offensive line after ending a lengthy contract holdout and was activated Saturday. Langston Walker shifted to right tackle.
The Jaguars also scratched receiver Troy Williamson (thigh), defensive tackle Jimmy Kennedy, running back Chauncey Washington and cornerback Scott Starks.
Jacksonville also started recently signed guard Milford Brown over Tutan Reyes. Brown signed earlier in the week, after the team lost guards Vince Manuwai and Maurice Williams for the season.
