JETS PLACE HIGH TENDER ON EDWARDS
Edwards gave the Jets a deep threat and finished with 35 catches for 541 yards and four touchdowns after being traded from the Cleveland Browns.
"I think some of Braylon's contributions were not just stat-driven, he was a great blocker and I think some of the defenses, the way they look at us, were quite different after we acquired him," Jets GM Mike Tannenbaum said.
The Jets placed the second-round tender on running back Leon Washington, according to a source close to the situation.
Washington, who played in seven games last season and ran for 331 yards on 72 attempts, broke his right leg against the Redskins in late October.
The second-round tender is a one-year deal worth $1.759 million, which gives the Jets the right of first refusal. But it means a team would have to give up only a second-round pick if they sign him to an offer sheet that New York doesn't match.
PANTHERS PUT HIGH TENDER ON QB MOORE
The Panthers have placed the highest possible tenders on linebacker Thomas Davis and quarterback Matt Moore, meaning teams wanting to sign them will have to surrender first- and third-round draft picks to Carolina.
Davis' one-year tender is worth $3.268 million, while Moore will collect $3.043 million if they don't get long-term contracts.
Marshall will be due $1.759 million.
Reserve linebacker James Anderson received a third-round tender of $1.176 million.
GRADKOWSKI AMONG 7 TENDERED BY RAIDERS
Gradkowski got a second-round tender, meaning he will get at least $1.759 million if he makes the team next season. The Raiders also have the right to match any offer sheet he signs with another team or receive a second-round pick as compensation.
Coach Tom Cable said Sunday that Gradkowski would compete for the starting quarterback job next season with former No. 1 overall pick JaMarcus Russell.
Gradkowski replaced Russell as Oakland's starting quarterback midway through last season. He provided an immediate spark, leading Oakland to comeback victories in two of his first three starts. He got hurt midway through his fourth start, suffering a torn medial collateral ligament in his left knee and a partially torn MCL in his right knee and did not play the rest of the season.
Gradkowski completed 54.7 percent of his passes with six touchdowns and three interceptions on the season.
Oakland also placed a first and third-round tender on cornerback Stanford Routt, second-round tenders on linebackers Thomas Howard and Ricky Brown and Pro Bowl long snapper Jon Condo, a third-round tender on linebacker Kirk Morrison and an original round tender on offensive lineman Chris Morris.
The most surprising decisions were the ones with Routt and Morrison. Routt, who has been mostly a nickel back, will be guaranteed $3.268 million if he makes the team next season. Another team would need to give up a first and third-round pick to sign him, meaning he will assuredly return to Oakland.
Morrison has been the leading tackler on the Raiders the past four seasons. But Oakland has had one of the league's worst run defenses in that time. He will get at least $1.226 million next season but could leave for a third-round draft pick.
BETHEA GETS FIRST-ROUND TENDER
The Colts placed the first-round tender on safety Antoine Bethea, according to a source close to the situation.
Should any team sign Bethea to an offer sheet, the Colts will have seven days to match -- or get back the other team's first-round pick.
Bethea is a former sixth-round pick who was selected to the Pro Bowl last season. The first-round tender is worth $2.521 million.
FIRST-ROUND TENDERS FOR GAITHER, MCCLAIN
The price for the first-round tender for both players is $2,396,000.

They designated Rogers in the round he was originally drafted (first round). They would receive a first-round pick in return if he signed with another team. The Redskins did not give Rogers the high first-round tender.
PANTHERS PLACE SECOND-ROUND TENDER ON MARSHALL
Marshall had 88 tackles and four interceptions last season.
PACKERS PLACE TENDER ON TE HAVNER
Havner had 19 tackles last season.
