The 34th-ranked Muller struggled against Camerin on the red clay of the Romai Tennis Academy. The German led 5-3 in the first set before Camerin took it to a tiebreaker.
Muller, who won this tournament in 2002, won the second set but trailed in the third before winning four straight games for the victory.
Fourth-seeded Emilie Loit of France defeated Renata Voracova of the Czech Republic 6-4, 6-2.
"It took me time to get used to this clay surface," Loit said. "The court was too slow and the balls heavy."
The only seed to lose Monday was Italy's Romina Oprandi, seeded eighth, who had to retire in the third set against compatriot Karin Knapp with an injured forearm muscle.
Alberta Brianti of Italy defeated Lucia Batta of Hungary 6-2, 6-3.
