Dulko will play 17-year-old Romanian qualifier Sorana Cirstea in Sunday's final. Cirstea beat Karin Knapp of Italy 3-6, 6-4, 6-3 in the other semifinal.
Dulko broke Szavay's serve in the fifth game of the match and then won three more games in a row to take the opening set.
In the second set, Dulko opened with a break and took a 3-0 lead before the Hungarian broke back in the only game she won in the set.
"I think I had a good mix of shots. Sometimes I hit hard, sometimes I played the high ball," Dulko said. "I tried to play a lot from my first serve, and pressure her with my returns."
Knapp, ranked 97th, took the first set comfortably, but Cirstea worked hard to stay in the match and broke the Italian's serve at 5-4 to win the second set. Cirstea, ranked 335th, won the third set after taking a 4-2 lead.
