NEW YORK -- The Tulsa Shock, who won only six of their 34 games in the regular season, have the best odds of winning the No. 1 overall pick when the WNBA draft lottery is held in November.

The lottery will help determine the top four picks in the 2011 draft and involves three teams that did not qualify for the playoffs -- Tulsa, the Minnesota Lynx and the Chicago Sky.

According to the WNBA, the Shock have the best odds (44.2 percent) of winning the No.1 overall pick. After relocating to Tulsa this season, the club overhauled its roster to adapt its style of play under new coach Nolan Richardson.

The Lynx matched the Los Angeles Sparks with a 13-21 record in the regular season, but lost the series tiebreaker and the No. 4 playoff seed.

The Sky finished 14-20, last in a highly competitive Eastern Conference that included five of six teams with winning percentages of .500 or better.

The lottery draft will be held Nov. 2 in New York.
